Proposition 10

On November 1998, California voters passed the California Children and Families Act of 1998. The act levies a tax on cigarettes and other tobacco products with the intent to provide funding for early childhood development programs, in addition to establishing a State Commission and local County Commissions for this purpose.

Fiscal Operations

The Imperial County Children and Families First Commission has been actively funding local projects through Proposition 10 revenues since Fiscal Year 2000-2001. In the past sixteen years of funding, from 2000 to 2016, the Commission has invested over $34 million dollars to support projects serving children 0-5 years of age and their families. Focus areas have included expenses for services designed to strengthen families, support early learning, and support child health.
