Proposition 10

On November 1998, California voters passed the California Children and Families Act of 1998. The act levies a tax on cigarettes and other tobacco products with the intent to provide funding for early childhood development programs, in addition to establishing a State Commission and local County Commissions for this purpose.

Goals of the Commission

The strategic priorities for the Commission Tlalliare founded on three primary goals or "result areas." These result areas intend to address and support the overall development of the child, from the prenatal stage through the child's entry into the K-12 school system. These primary goals are population based and focus on strengthening families, supporting early care and education, and the health of the child.

Goal 1:

Promote parenting and caregiver education services to enhance optimal child development and to encourage healthy, stable and economically independent families.

Goal 2:

Improve the development and school readiness of young children from birth through age five.

Goal 3:

Develop multi-disciplinary interventions and treatment services to enhance the medical, emotional, physical and mental well-being of young children.
