Proposition 10

On November 1998, California voters passed the California Children and Families Act of 1998. The act levies a tax on cigarettes and other tobacco products with the intent to provide funding for early childhood development programs, in addition to establishing a State Commission and local County Commissions for this purpose.

Fiscal Operations

The First 5 Imperial has been actively funding local projects through Proposition 10 revenues since Fiscal Year 2000-2001. In the past twentey-two years of funding, from 2000 to 2024, the Commission has invested over $50 million dollars to support projects serving children 0-5 years of age and their families. Focus areas have included expenses for services designed to strengthen families, support early learning, and support child health.
